Stephen D. Anderson, Partner

A co-founder of the firm, Steve Anderson has 35 years of experience as a counselor, advocate, and litigator in complex permitting, land use and environmental matters.  He has substantial experience representing state and local governments, large and small corporations, property owners and developers, telecommunications companies, and a broad mix of other private entities. 

Steve is known for his mastery of complex environmental, land use, municipal, and telecommunications matters and for handling unique, high profile, time-sensitive and controversial transactions.  Steve is also known for his attentiveness and responsiveness to clients' needs, his aggressive advocacy, and his ability to recommend difficult choices with clarity and decisiveness. 

Steve has written and spoken extensively on environmental and land use issues; taught college and law school courses on advanced subjects in his field; spoken at numerous continuing legal education programs; and served in significant leadership positions. 

Recent Accomplishments and Representative Matters

  • Lead counsel for a large telecommunications provider building major infrastructure projects in difficult development environments in multiple state and local jurisdictions;   
  • Outside counsel to the new Massachusetts Gaming Commission helping to establish its governance and regulatory structure addressing competing interests in the newly established gaming industry in the Commonwealth;   
  • Lead counsel for major wireless carriers on hundreds of permitting, transactional, administrative, and judicial proceedings in Massachusetts and New Hampshire;   
  • Town counsel for the Town of Acton;   
  • Special municipal counsel concerning inter-municipal disputes, development projects, environmental matters, infrastructure projects, and mitigation of project impacts;   
  • Lead counsel in complex federal and state Superfund litigation, mediation, and negotiated settelments, recovering tens of millions of dollars of environmental remediation costs, remedial action, and damages from responsible parties, as well as defense costs and indemnity proceeds from national insurers;   
  • Special environmental counsel to Massachusetts cities and towns on matters arising from the Boston Harbor clean-up litigation, federal and state permitting, and environmental enforcement proceedings;   
  • Lead counsel to municipalities concerning complex affordable housing project matters.
  • Other Professional Activities

    In addition to his successful representation of public and private clients, Steve Anderson has:

         
    • Published numerous articles on environmental and telecommunications law, including the "Massachusetts Superior Court Civil Practice Jury Instructions," G.L. c. 21 E Claims, MCLE (2011) (with Hon. P. Brady), and "Telecommunication Facility Siting: Creative Settlement Strategies for Land Use Development Litigation," CLE International (5/12/06) (with M.L. Brenninkmeyer);   
    • Taught many courses in area schools including Advanced Environmental Law and Administrative Law at Boston College Law School, Environmental Law at Franklin Pierce Law Center, and a seminar on the Regulation of Nuclear Energy at Harvard College;    
    • Spoken at numerous continuing legal education seminars in land use and development, telecommunications, affordable housing, environmental cost recovery, allocation and damages, and use of experts in environmental cases;   
    • Served as Chairman of the Andover Board of Appeals, a Member of the Committee for Professional Responsibility for Clerks of the Courts, and a Hearing Committee Member for the Board of Bar Overseers for District 2 (Middlesex and Essex).
