Stephen H. Burrington, Counsel
Steve Burrington brings twenty years of experience shaping
energy, land use and environmental law and policy in Massachusetts
and across New England. He served as Commissioner of the Massachusetts
Department of Conservation and Recreation, Undersecretary
in the Office for Commonwealth Development, and Vice President
and General Counsel for the Conservation Law Foundation.
Steve is the architect of many land use strategies being
pursued today at the local and state level. As a state official,
he guided the development of laws and policies on smart growth,
housing development, historic preservation tax credits, transit-oriented
development, local agriculture, and other matters, Steve now
advises governors and mayors across the country on sustainable
development.
Inside and outside government, Steve has been involved in
energy law and policy at many levels, from regulatory reform
to environmental compliance. His work has involved renewable
portfolio standard implementation and reform; policy options
for facilitating the financing of renewable energy projects;
electric utility planning and procurement; distributed generation;
transmission system congestion pricing; energy strategy for
major real estate projects; and windpower siting.
During a fifteen-year career with the Conservation Law Foundation,
Steve represented a variety of organizations and groups in
administrative proceedings or litigation under all major federal
and Massachusetts environmental laws. His many publications
include "Class Actions and Citizen Suits in Environmental
Litigation," in Course Materials, 25th Annual Conference
on Environmental Law, American Bar Association Section of
Natural Resources, Energy, and Environmental Law (1996); "Restoring
